An idea I have been toying with is that the budgeting process in
congress should be by percentages. Rather than talking about millions
and billions of dollars, they should decide what percentage of the
budget should be allocated to various different things. That way we
could get to the real argument, which is the relative value of the
different programs. Also people would understand things a lot better
than we do now. There would be no longer any excuse for people to
think that foreign aid is 15% of the budget when it is really closer
to 2%.
Also, it would be easier to balance the budget, if we only allocate
100% of tax revenue, then the budget is balanced. No need for a
constitutional ammendment.
